This material was a long time ago used to made first bikes ever, then forgot to pass by aluminium and finally with carbon fiber actually, mainly because of the main material cost changement and also because of the market and evolution to save weight.
Steel is now back to business thanks to the memory of some passionated people and thanks to its dynamic properties.
Impossible to do a better explication than the boss of this famous little french brande himslef :
